US orders for durable goods up 04 per cent in October but

by Martin Crutsinger, The Associated Press Posted Nov 26, 2014 6:52 am MDT WASHINGTON – Orders to U.S. factories for long-lasting manufactured goods rose in October, but a key category that tracks business investment plans declined sharply for a second straight month.Orders for durable goods increased 0.4 per cent last month following a 0.9 per cent drop in September and an even bigger 18.3 per cent plunge in August, the Commerce Department reported Wednesday. The two months of declines reflected big swings in the volatile category of commercial aircraft.The small October gain was unimpressive, with declines in a number of categories including machinery, computers and primary metals such as steel.A key category viewed as a proxy for business investment spending fell 1.3 per cent in October after a similar 1.3 per cent September drop. It was the biggest setback since a 1.4 per cent May decline.Economists believe the declines will be temporary. They note that spending by businesses on new equipment grew at a solid annual rate of 10.7 per cent in the third quarter, and they expect further gains in the coming months as businesses invest to expand and modernize their operations.For October, demand for transportation products rose 3.4 per cent, reflecting strength in motor vehicles and a small decline in commercial aircraft orders. Demand for primary metals fell 2.4 per cent, while orders for machinery dropped 1.2 per cent.The Institute for Supply Management reported that its closely watched gauge of manufacturing activity posted a solid gain to a reading of 59 in October, up from 56.6 in September. Any reading above 50 signals expansion.The report is a good sign that the strength in manufacturing will continue in coming months. UN and international partners call for resolution of Somali political crisis

“Ongoing political instability does not serve the interests of Somalia or its people. Somalia cannot afford a return to the cycle of deadlock and infighting between political actors that paralysed governments since 2000,” said a joint statement issued by the three partners.They noted that the development of a federal system, the constitutional review process and preparation for 2016 elections are behind schedule. “The Constitution sets out clear roles and tasks for all Federal institutions, including Parliament, the Executive and the Presidency. Somalia needs continuity and stability. But it also needs faster and greater delivery by all,” they stated. The statement called on the Executive, led by Prime Minister Abdiweli Sheikh Ahmed, to take “timely and decisive” action to create greater national unity, improve security and expedite progress on federalism, the constitution and elections. “International partners stand ready to support all moves that will enhance peacebuilding and state-building and to hold to account anyone who poses an obstacle to such progress,” it added. The statement comes in the wake of the 24 May attack on the Somali Federal Parliament by the militant group known as Al-Shabaab, which had also claimed responsibility for killing two parliamentarians in Mogadishu in less than 48 hours last month.The UN, EU and IGAD said Saturday’s attack shows the need to redouble efforts towards peace and state-building in Somalia. Briefing the Security Council last week, Nicholas Kay, the Secretary-General’s Special Representative and head of the UN Assistance Mission in Somalia (UNSOM), noted that while the new Government has injected fresh momentum, progress on state-building has not been as fast as needed. first_imgBORROWERS STRUGGLING to keep up with their repayments made be forced to move house, sell a car and change their child’s childcare arrangements in order to qualify for the State’s new insolvency and debt resolution procedures.The guidelines, published by the new Insolvency Service of Ireland this afternoon, outline the criteria used to define a ‘reasonable’ standard of living – the lifestyle that a struggling borrower will have to adopt in order to qualify for the procedures.If an alternative accommodation of a reasonable standard for a family can be found in the vicinity, and is cheaper than the current accommodation arrangements, households will also be expected to relocate.Insolvency accessors will consider the likely cost of remaining in the current accommodation, the ability of others to contribute to the cost of the debtor’s accommodation, and the cost of alternative rented accommodation that would fulfil their reasonable housing needs.The rules indicate that someone living in an urban area with public transport links should not need the use of a car – while households with two cars would have to pare back their usage to one vehicle in order to qualify.Defining a car as necessary only where it is needed to get to and from the workplace, the rules say:Where public transport is not adequate to meet the needs of the household, the [insolvency assessor] should choose the vehicle option based on the needs of the household (needs, not wants). Households will also have to give up private health insurance and sacrifice any holiday savings in order to qualify for the new regime.In all, a single person may be set spending limits of roughly €11,100 a year under the standard of living guidelines. Guideline spending limits for couples, and people with children, can be found in this booklet.The rules state, however, that insolvency advisors will not micromanage a person’s finances once they reduce their cost of living to within the ‘headline’ figures for each category.‘Not luxury, but not subsistence level either’The rules say that a ‘reasonable standard of living’ “does not mean that a person should live at a luxury level but neither does it mean that a person should only live at subsistence level” – and should be able to “participate in the life of the community, as other citizens do”.It says it should be reasonable for a person to have clothes for different occasions and to be able to go to the cinema or watch TV, and buy a book or read a newspaper.When determining reasonable living expenses, “provision needs to be made for reasonable housing costs in terms of rent or mortgage payments as well as for reasonable payments in respect of childcare where this expense arises,” it says.However, the final version of the guidelines drop the highly controversial proposal forcing parents to give up work if they earn less than their childcare costs – a clause which prompted fury when first reported in newspapers last month.Instead, households may be told to enrol their children in the Early Childhood Care and Education scheme, which provides a free year of childcare.Image: How much you’re allowed to spend under new insolvency ruleslast_img read more

Seeing the value of the forest in the trees Chugach enters Californias

(Photo courtesy David Little/Eyak Preservation Council)Instead of harvesting their forests for timber, the Chugach Alaska Corporation is selling an innovative new forest product: the carbon stored in the trees.Listen now“Anyone who’s been to Prince William Sound can tell you it’s an area of tremendous beauty,” Josie Hickel said. Hickel is Senior Vice President of Chugach Alaska Corporation. “Glaciers, forested acres, wilderness areas. The area is full of wildlife and birdlife, and the fishing is obviously fantastic.”Among Chugach Alaska’s 900,000 acres are hundreds of thousands of acres of forest — some of it old growth and a lot of it hard to get to. Instead of selling their trees directly, they’re selling the carbon stored in those trees. There’s a market for this in California, and it recently opened up to Alaskan landowners.“The major emitters  of greenhouse gas have to have a permit or an offset for every ton of pollution they emit in the state of California,” Brian Shillinglaw with New Forests said. New Forests is the group in California that will help Chugach manage its carbon assets.Maybe you’ve heard California’s system called “cap and trade.” There’s a cap — or a limit — on how much pollution companies can emit and then there’s a trade for anything above and beyond the cap.Think of any excess pollution as a carbon sin. Companies in California can pay to have their sins absolved. That absolution comes in the form of sustainably managed forests in other parts of the country.“Five million acres of forest land are enrolled in this system nationwide,” Shillinglaw said. “This is the first time there’s been a real market for growing older growth forests. The system will pay you to not cut down your forest and to grow inventory.”Basically, companies in California can emit more carbon because places like Alaskan forests are storing carbon in exchange.The California cap and trade market is the largest carbon market in North America, but currently there isn’t enough supply of carbon offsets to meet the demand of California’s polluters. Alaska’s entrance to the market could help change that.Josie Hickel said other Alaska Native Corporations are considering similar deals, but Chugach’s is the first one that’s been finalized.Chugach is waiting for spring for a complete forest inventory to take place, but Hickel says they estimate that they have several million carbon credits in their forest land. The carbon market fluctuates like any other market, but right now offsets are selling for around $13 per ton of carbon dioxide emissions. That means that Chugach owns tens of millions of dollars worth of carbon credits that can be sold anytime a California polluter goes over their cap.In the same deal, on the same piece of land, Chugach sold their right to develop the Bering River coal field to The Nature Conservancy. The Nature Conservancy doesn’t own a lot of coal rights and they’re not planning on doing any coal mining any time soon, according to Rand Hagenstein, Director of the Alaska Program for The Nature Conservancy.“Our intent is to keep the coal underground in perpetuity,” Hagenstein said.And keeping that coal in the ground has positive impacts downstream — all the way to the Copper River Delta.“This area is globally renowned for its wildlife habitat. We all know about Copper River red salmon. Many people are also aware that this is one of the world’s premier migratory shorebird and waterfowl sites,” Hagenstein said. “So, there’s a tremendous amount of biological value there.”For Josie Hickel, with the Chugach Alaska Corporation, the deal means more than just a new revenue source.“We need to be able to have financial benefits for our shareholders as well as making sure we have the  funding for many generations to come in terms of upholding our heritage and our culture and our language,” Hickel said. “This is a great way to be able to do that.”This is uncharted territory for Alaskan landowners, but the economic benefits to the Corporation as well as to subsistence and commercial fisheries make California’s carbon market an attractive new frontier.last_img read more

Haines Assembly to University timber sale would go against local code

(Abbey Collins)The Haines Assembly is pushing back on a proposed timber sale on the Chilkat Peninsula. The University of Alaska is offering up 400 acres of land for harvest. But at a meeting Monday, the local government said it will explore its legal options if a contract is awarded.The proposed sale is located in Haines’ Mud Bay zoning district. It’s a rural residential zone. The assembly argues borough code for that area does not allow for the sale the university is proposing.Assembly member Stephanie Scott made a motion that says: if UA awards a timber contract in the Mud Bay Rural Residential Zone, the borough will evaluate its legal options. Scott said the sale violates existing provisions for commercial use there. She said the offering goes against the purpose and intent of the code.Brenda Josephson was the only assembly member to vote against the motion.“I don’t believe that the law supports. I think we need to do what’s in the best interest of the public in a whole,” Josephson said. “I’m hearing unison of voices from the people that they want this. They don’t want the university to be stopped with borough funds. They don’t want their tax dollars to be spent this way.”Josephson cited parts of code and the borough’s comprehensive plan that she believes allow for and support this type of sale.“The University actively manages its land for revenue generation. We acknowledge their active management of their land for revenue generation in our comprehensive plan,” Josephson said. “Our code states any development which existed prior to the implementation of the land use ordinance is a use-by-right.”Assembly members disagreed on the interpretation of that part of code.Tresham Gregg asked the University to halt the sale.“We simply ask that the University withdraw its timber sale and behave as an institution of higher learning, practicing what it preaches by working with our community to develop a beneficial approach to all concerned,” Gregg said. “But especially to those who live here.”Heather Lende said while the proposed deal shouldn’t be permitted, she does want to work with the university to develop its land in other ways – like a residential subdivision.“I think it’s best for our citizens that they know that we uphold our oath. And that we will honor the code,” Lende said. “That land owners and property owners know what they can do with their property. I think it would be no more correct to allow lobbying in a rural residential neighborhood then it would be to allow a bed and breakfast in a heavy industrial zone.”Tom Morphet also spoke out against the UA proposal.“Large scale commercial logging is not the highest and best use of logging on the peninsula, where there are adjoining homes and development in excess of several millions of dollars,” Morphet said. “My concern is that millions of dollars have been spent building the homes in this zone on the understanding – right or wrong, correct or incorrect, that commercial logging would not be allowed in those areas.”Morphet argued that the sale as offered would have a one-time value for the university. He said it would take away long-term worth from property owners in the area.UA Regional Resource Manager Patrick Kelly declined to comment on the assembly’s action.David Griffin, with the Alaska Mental Health Trust Land Office, voiced that department’s support for the timber sale. The Mental Health Trust also owns land in the area.The timing of the University’s offering was motivated by a conversation at the Haines Planning Commission about, as it turns out, borough code. That group has been discussing whether to limit resource extraction in Mud Bay, but no action has been taken. Right now, the activity isn’t outwardly addressed in that zone.At a meeting in Haines earlier this month, UA’s Kelly said the sale probably wouldn’t have been brought forward right now, had it not been for this discussion.The deadline for bids and comments on the sale is November 22 at 5 p.m.The University of Alaska’s timber sale area on the Chilkat Peninsula. Marion Barry the Citys Mayor for Life

Barry died at 1:46 a.m. at the United Medical Center on Nov. 23 after collapsing the previous day while he was leaving Howard University Hospital after visiting his son, Christopher.Nyela Williams (left in hat) Barbara Jones (center) a longtime employee of former Mayor Barry and Dawn Perry (right) comfort each other during a vigil to honor Marion Barry. Mayor Vincent Gray (D), who had known Barry for over 30 years, said that political icon will be missed.“Marion was not just a colleague but also was a friend with whom I shared fond memories about governing the city,” the mayor said. “He loved the District of Columbia and so many Washingtonians loved him.”On the Nov. 24 edition of Channel 5’s Fox Morning News, Gray said that no concrete plans were in place as of yet to honor Barry.Barry has been credited for putting Blacks and women in higher level management positions in the District government and for strong advocating that up to 45 percent of city contracts be awarded to firms that were Black or that partnered with Black firms and professionals.“He did those things that he thought would make a difference in the lives of people in this city,” Maudine Cooper, Barry’s former chief of staff and director of Washington’s Office of Human Rights and Minority Business Opportunity Commission told the AFRO, referring to his tenacity in creating opportunity for Blacks in D.C.Former Washington D.C. Barry was serving as a Bowser transition co-chair, along with former mayors Sharon Pratt, Anthony Williams and Adrian Fenty.D.C. Council Chairman Phil Mendelson (D) said that Barry “was a voice on the council for human rights and civil rights.” “Most recently he fought to restore benefits to families on welfare,” the chairman said. “It was on issues like this where he was persistent and passionate and his voice will be missed.”Mendelson said that the council will take all appropriate steps to honor Barry and celebrate his life.One of Barry’s strongest political allies on the council and his political life was D.C. Council member Anita Bonds (D-At Large).“Marion was a political genius, community outreach expert, champion of the over-looked and the left-out while emphasizing inclusion of everyone,” Bonds, who serves as the chairman of the D.C. Democratic State Committee, said. “While his history of accomplishment began decades prior to his entry onto the D.C. political scene representing SNCC in the 1960s, even today he remains the city’s favorite politician and truly loved by most and many across the nation.”One of Barry’s hallmarks as mayor was the D.C. Summer Youth Employment Program and that is how D.C. Council member Kenyan McDuffie (D-Ward 5) remembers his late colleague.“Marion Barry touched so many lives, including my own,” McDuffie, who is the council’s chairman pro tem, said. “Growing up in the District, I vividly recall stories of his political successes as well as his personal struggles. As a teenager, I benefitted from his summer jobs program, especially his Mayor’s Youth Leadership Institute.”McDuffie said that he “appreciated his [Barry’s] generosity of time and spirit, and am honored to have served alongside him on the council.”D.C. Council member-elect Brianne Nadeau (D-Ward 1) interacted with Barry during the election season and notes that she will not be able to serve with him on the council.“Barry was a larger than life presence in the District of Columbia, and to our entire nation, first as a civil rights activist and later as a dedicated public servant who spoke often about the power of everyday people to come together to change the world,” she said.Carol Schwartz, a Republican D.C. Council member, ran against Barry for mayor in 1986 and 1994. While losing both times, Schwartz served with Barry on the D.C. Council from 2005-2009 and were amicable.“We were dear friends and there for each other over the years,” Schwartz said. “Marion personified D.C. and his passing is a great loss to all of us, especially those most in need whom he served. In spite of his foibles and having run against him, I loved and appreciated Marion Barry Jr., and will miss him.”Faye Williams, national chair of the National Congress of Black Women, Inc. said she was glad Barry decided to title the last chapter of his autobiography “still standing,” a speech she wrote for him years ago.She said Barry should be credited with making a lot of progress in the city. “The thing that I credit him for is getting a lot of the positive things started in this city,” Williams said.Andre Byers, a Ward 8 resident and an expert on District economic development, spoke highly of his late council member.“Marion Barry was unapologetic and had a brilliant mind,” he said. “Many people in public life are afraid to speak their mind but not Barry. Observing distinctive geologic features on asteroid Toutatis

first_img More information: Chang’e-2 spacecraft observations of asteroid 4179 Toutatis, arXiv:1511.02131 [astro-ph.EP] arxiv.org/abs/1511.02131AbstractOn 13 December 2012, Chang’e-2 completed a successful flyby of the near-Earth asteroid 4179 Toutatis at a closest distance of 770 meters from the asteroid’s surface. The observations show that Toutatis has an irregular surface and its shape resembles a ginger-root of a smaller lobe (head) and a larger lobe (body). Such bilobate shape is indicative of a contact binary origin for Toutatis. In addition, the high-resolution images better than 3 meters provide a number of new discoveries about this asteroid, such as an 800-meter depression at the end of the large lobe, a sharply perpendicular silhouette near the neck region, boulders, indicating that Toutatis is probably a rubble-pile asteroid. Chang’e-2 observations have significantly revealed new insights into the geological features and the formation and evolution of this asteroid. (Phys.org)—Asteroid (4179) Toutatis, an Apollo-type near-Earth object (NEO) was thoroughly studied by Chinese Chang’e-2 spacecraft in 2012, when the space rock flew by Earth at a distance of 18 lunar distances. The probe, imaging the asteroid in high-resolution, has provided compelling information regarding Toutatis’ geological structure. Now, a team of researchers from the Chinese Academy of Sciences has published a paper on arXiv that sums up the findings about the asteroid’s distinctive geologic features. The Chang’e-2 spacecraft completed a successful flyby of the Toutatis at a closest distance of 770 meters from the asteroid’s surface. The observations show that Toutatis has an irregular surface and its shape resembles a ginger root, with a smaller lobe (head) and a larger lobe (body).”Such bilobate shape is indicative of a contact binary origin for Toutatis. In addition, the high-resolution images better than three meters provide a number of new discoveries about this asteroid, such as an 800-meter depression at the end of the large lobe, a sharply perpendicular silhouette near the neck region, boulders, indicating that Toutatis is probably a rubble-pile asteroid,” Jianghui Ji of the Chinese Academy of Sciences, one of the co-authors of the paper, told Phys.org.The observations revealed that Toutatis is covered by abundant concavities indicating that impact cratering may play an important role in shaping the asteroid’s present surface. Most large craters show shallow depths and obscure shapes, which may result from a resetting process. For instance, seismic shaking from subsequent impacts can cause regolith displacement to erase craters’ rims.For researchers, the most interesting feature on Toutatis is the previously mentioned giant 800-meter depression. It is estimated that the energy of the impactor for this depression would be 500 GJ. This result is fairly greater than the energy required for breaking up a bulk rock with the same size of Toutatis. Therefore, they infer that this asteroid might not bear a monolithic structure but a rubble pile with fragments accreted.”The present investigation shows that Toutatis, like many other asteroids, may bear a rubble-pile structure rather than a monolithic rock, providing abundant information of this kind of asteroids,” Ji said.In addition, they calculated the seismic attenuation factor for the largest depression of Toutatis, which is higher than those of other porous asteroids. This may greatly attenuate the heavy shock wave so that abundant large craters are unlikely to lead to global disruption of the asteroid.The researchers have also identified more than 200 boulders scattered across the asteroid’s surface. They have dimensions ranging from 10 to 61 meters, with an average size of 22 meters, and as the scientists noted, 90 percent of them are less than 30 meters wide. The two largest boulders are located in the Toutatis’ “neck” region. According to Ji and his colleagues, most of the asteroid’s boulders are probably fragments from the parent body but are not generated by impact cratering.Chang’e-2 has also provided detailed images of linear structures like troughs and ridges. The scientists believe that the origin of the troughs on the surface may arise from the impact of other asteroids.Chang’e-2, the second Chinese spacecraft dedicated for lunar exploration, was launched on Oct. 1, 2010. It orbited the moon for six months and after the successful lunar mission, the spacecraft was sent to the sun-Earth Lagrangian point (L2) to explore the space environment. After an over 230-day stay at L2, the probe started its mission to Toutatis on June 1, 2012 and on Dec. 13, 2012, it made the closest approach to the asteroid. The spacecraft obtained a total of 425 images of Toutatis.Encouraged by the success of Chang’e-2 mission, Ji would like to see more spacecraft exploring this geologically interesting asteroid.”Sending another probe to Toutatis may entirely reveal its detailed information, which was not exposed by ground-based radar measurements and Chang’e-2 flyby mission,” he said.Meanwhile, China is planning an asteroid mission, named Multiple Asteroids Rendezvous and in-situ Survey (MARS) that will visit three NEOs. Asteroid (99942) Apophis and (175706) 1996 FG3 are the potential candidates. The pontiff was nauseated with gastritis, fatigued by his 77 years, and loath to meet his maker. So he had Niehans administer an anti­aging treatment called cell therapy, which would become sought after by midcentury celebrities, artists, and politicians.Fetal cells were taken from a pregnant sheep and injected into the scrawny pope. Over time, Pius received a series of shots. The Holy Patient felt rejuvenated; Niehans was appointed to the Pontifical Academy of Sciences in thanks. But if the treatments worked at all, it wasn’t for long: Pius died four years later.Niehans’ Clinique La Prairie is still in business, charging tens of thousands of dollars for its weeklong “revitalization program.” But today the death-­phobic elite demand more scientifically sound approaches. Yes, more people are living longer because we’ve gotten better at nutrition, curing acute conditions such as infections, and treating a handful of chronic diseases. But the maximum reported age at death has plateaued at around 115 years.What’s tantalizing, however, are the breakthroughs in extending the healthy lifespan of other species. Two decades ago, UC San Francisco researcher Cynthia Kenyon showed that a mutation in a single gene can allow a roundworm to live twice as long. And at MIT, biologists Leonard Guarente and David Sinclair discovered that a class of genes called sirtuins regulates longevity in a wide range of organisms. Restricting the calories of yeast made them overexpress a particular sirtuin, extending their life­spans; mice genetically altered to overproduce the mammalian version lived longer and had fewer age-related diseases.But for all those animal discoveries, human aging is a problem that the biomedical industry and its regulatory agencies are ill-suited to solve. It’s not a disease recognized by the FDA, and testing drugs for human life extension would be costly and time-­consuming. As Sinclair says, “The aging field is thriving scientifically. But the translation of findings into treatments is poorly funded. Compared to heart disease and diabetes, the dollars allocated to aging are, at best, a hundred to one. But all it will take is one success to change the way people think.”So far, the search for that first big success is stuck in the weeds. Elixir Pharmaceuticals, a company cofounded by Kenyon and Guarente to develop therapies that target aging, failed to create such a drug. Sirtris, founded by Sinclair, was equally unsuccessful. And while restricting calories is the best way we know to extend lifespans in organisms from yeast to mice, attempts to create medicines that harness the genes activated by caloric restriction have failed FDA approval.But there are still plenty of enticing leads. Sinclair offers up a list of polysyllabic possibilities: “Super metformin, rapalogs, NAD boosters, mitochondrial activators, senolytics.” Self-­experimenters are already playing with this menu of molecules. Some aspiring immortalists have long taken resveratrol, a compound found in red wine proven to activate sirtuins. Stem cell pioneer Robert Hariri swears by metformin, a diabetes drug that may extend the healthy lifespan of the general population. The most daring are rumored to use rapamycin, a powerful drug that prevents organ transplant rejection. Rapamycin inhibits a key metabolic pathway called mTOR that caloric restriction shuts down, initiating a process where dysfunctional cellular components are degraded and recycled. No one old or sick should take rapamycin lightly, because it suppresses the immune system, but safer therapies based on analogs of rapamycin, or rapalogs, could be the first real antiaging medicines.Even if these ideas become commercial medicines, they won’t magically remove the limits on the human lifespan. There is no master switch for aging. We amass damage as we live, and damage to our DNA leads to cell disease and senescence; the telomeres that cap our chromosomes shorten and fray, placing a hard stop on the number of times our cells divide. The mitochondria that produce energy in those cells flicker out. But these emerging therapies will treat the ravages of old age. They will help us stay healthier longer, even if we still die more or less when we do now. Gerontologists call this “compression of morbidity,” and it would be a wonderful humanitarian advance. In industrialized countries, old age would no longer mean a ghostly, semidemented, decades-long senescence.Kafka once said, “There is infinite hope. But not for us.” Death is not optional. But Silicon Valley immortalists are humanity’s guinea pigs: They fund anti­aging research, they experiment on themselves, and they’ll be the first consumers of approved treatments, regardless of price. And as the costs of successful therapies inevitably drop, their efforts will trickle down to the rest of us. For example, when rehearsing a surgery for an aneurysm, the SRP reacts realistically when the surgeon virtually applies a clip to the blood vessel.
