Islamic law major influence on modern global refugee law – UN study

High Commissioner António Guterres said that more than any other historical source, Islamic law and tradition underpin the modern-day legal framework on which UNHCR bases its global activities on behalf of the tens of millions of people forced from their homes around the world.This includes the right of everyone to seek asylum as well as prohibitions against sending those needing protection back into danger, Mr. Guterres said in the foreword to “The Right to Asylum between Islamic Shari’ah and International Refugee Law: A Comparative Study.” In the study, Professor Abu Al-Wafa, Dean of the Law Faculty at Cairo University, describes how Islamic law and tradition respects refugees, including non-Muslims; forbids forcing them to change their beliefs; avoids compromising their rights; seeks to reunite families; and guarantees the protection of their lives and property.“The international community should value this 14-century-old tradition of generosity and hospitality and recognize its contributions to modern law,” wrote Mr. Guterres. He said that “racism, xenophobia and populist fear-mongering manipulate public opinion and confuse refugees with illegal migrants and even terrorists.”These attitudes have contributed to misperceptions about Islam, and Muslim refugees – who account for the majority – have paid the price, said Mr. Guterres. “Let us be clear: refugees are not terrorists. They are first and foremost the victims of terrorism. Sudan and Darfur rebel group sign ceasefire under UNAfrican Union auspices

The Government of Sudan and one of the main rebel factions in Darfur have signed a ceasefire agreement to move the peace process forward, the United Nations-African Union mediator announced today. “This is a major breakthrough in the road towards a comprehensive and lasting peace accord in Darfur,” said Aïchatou Mindaoudou, who is also the Acting Joint Special Representative in the UN-AU peacekeeping mission in Darfur (UNAMID).The Government, represented by State Minister and Head of the Darfur Follow-up Office, Amin Hassan Omer, signed the ceasefire with Arko Sulaiman Dahiya, Vice Chairman and Head of Delegation from the Justice and Equality Movement (JEM), on 10 February in Doha, Qatar. The agreement now lays the groundwork to start negotiations on other substantive issues, such as power and wealth-sharing and return of internally displaced persons and refugees.The negotiations for the ceasefire had begun last month in Qatar under the parameters set in the Doha Document for Peace in Darfur (DDPD). The DDPD forms the basis for a permanent ceasefire and comprehensive peace agreement to end the fighting that began in Darfur ten years ago, pitting government forces and allied militiamen against rebel groups. Repair of slurry pipeline

first_imgPipework at an installation was experiencing severe corrosion issues caused by abrasive limestone slurry material. Due to the extent of the damage, the average lifetime of the pipes had been dramatically reduced to less than six months before the pipe spool pieces had to be completely replaced. The facility required a repair solution that would provide extremely robust protection against the abrasive material and therefore significantly increase the working life of the equipment.The pipes are situated in the FGD (Flue Gas Desulphurisation) plant part of a power station; a direct product of this process is that calcium sulphate (CaSO3) and carbon dioxide (CO2) are created. The limestone slurry, now containing highly abrasive limestone material and corrosive calcium sulphate is then pumped away for further treatment. It is at this step, where the pipework is subjected to the highly erosive and corrosive media.Belzona polymeric materials had already been used for the same client, resulting in a 50% increase in the usable life of the pipework, so the same repair system and application was specified.Belzona 1812 (Ceramic Carbide) was chosen to repair and protect the existing pipework, consisting of 12 pipe spools. This composite material combines extremely hard, closely packed abrasion resistant ceramic aggregates in a polymeric binder, making it ideal for the maintenance of substrates damaged by particle abrasion. This durable technology fortifies the 4” pipe interiors, ensuring they remain protected when subjected to the abrasive limestone slurry.Firstly, the substrate was grit blasted to remove all possible contaminants and also to achieve Surface Cleanliness Standard Sa2½ with a 75μ profile. Following this, the pipes were then salt tested to confirm acceptable levels of contamination.To reduce the application time and to increase accuracy, a flanged mould with a machined insert was manufactured. This mould was then bolted onto the pipes prior to coating, allowing the technician to completely fill all spaces with Belzona 1812 uniformly whilst ensuring the internal dimensions were kept to specification. Finally, the pipes were machined true using a diamond tipped tool.“Due to its molecular structure making it extremely resistant to erosion and corrosion, the Belzona material was able to not only repair the damaged equipment, but also significantly increase its life expectancy too. first_imgIRISH SHOPPERS SPENT more over the Christmas season just gone than they did the previous year according to new figures.The Central Statistics Office has said that there was a 3 per cent increase in retail sales in December 2013 as compared to 2012.The CSO also reports that, in figures adjusted to take account for the time of year, there was a slight bump in sales in December compared to the previous month. The increase of 0.6 per cent follows on from another smaller increase the previous month.The sales figures showed that books and cosmetics may have been a particularly popular gift this Christmas with the ‘books, newspapers  and stationery’ category monitored by the CSO showing the largest monthly increase at 4.2 per cent. ‘Pharmaceuticals, medical and cosmetics’  was up by 3.4 per cent while ‘furniture and lighting’ grew by 3.4 per cent.In 2013 as a whole, six months observed annual increases while six months saw a decrease reflecting an uncertain mood among consumers. first_imgLa souris ne serait pas un si bon modèle pour la recherche médicaleBien que la souris soit l’un des principaux animaux utilisés dans les expériences scientifiques, une récente étude explique qu’elle ne serait pas un si bon modèle pour étudier certains troubles tels que les traumatismes, les brulures ou la septicémie. Depuis des décennies, la souris a été le modèle expérimental de choix dans les recherches portant sur les maladies humaines. En effet, ce rongeur présente plusieurs avantages : celui d’être petit, de se reproduire rapidement, d’être facile à élever et d’être un mammifère tout comme l’homme. De multiples études ayant coûté des milliards d’euros, ont ainsi conduit à une meilleur connaissance de plusieurs maladies voire à de nouveaux traitements. Mais certaines d’entre elles pourraient avoir été vaines.C’est du moins ce qu’explique un consortium de 39 chercheurs représentant plus d’une dizaine d’écoles (parmi lesquels Harvard, Stanford et l’université de Floride) dans la revue Proceedings of the National Academy of Sciences de ce mois. Plus précisément, les scientifiques révèlent avoir découvert que la souris n’était pas un si bon modèle que cela quand il s’agit de certains traumatismes, de brulures ou encore de maladies impliquant le système immunitaire. Leur organisme ne réagirait tout simplement pas de la même manière que le nôtre. Pas de similarités entre l’homme et la souris Cette découverte ne devrait toutefois pas complètement surprendre la communauté scientifique dans la mesure où elle savait déjà que la souris n’était pas un analogue très précis de l’homme. La nouveauté ici, vient en fait des travaux qu’ont menés les auteurs de l’étude et les résultats particulièrement parlants qu’ils ont obtenus. En vérité, tout a commencé par des recherches menées sur les globules blancs de centaines de patients atteints de brulures, de traumatismes ou de septicémie (infection généralisée). Les scientifiques voulaient en savoir plus sur la réponse de ces cellules face à ces signaux de danger. Ils ont ainsi accumulé de nombreuses données, certaines particulièrement intéressantes. Or, quand ils ont voulu publier leurs résultats dans une revue, ils se sont vu répondre qu’il n’avait pas vérifié leurs données chez la souris. “Ils étaient tellement habitués à faire des études sur les souris qu’ils pensaient que c’était comme ça qu’on validait les choses. Ils sont tellement enracinés dans le principe de soigner des souris, qu’ils oublient que nous essayons de soigner des humains”, a expliqué au New York Times Ronald W. Davis, expert en génomique à la Stanford University. De là, les chercheurs ont donc commencé à s’interroger sur la légitimité de la souris en tant que modèle et ont poursuivi leurs travaux. Alors qu’ils s’attendaient à trouver certaines similarités entre l’animal et l’homme, ils n’en ont trouvé aucune. “Nous étions un peu renversés”, a ajouté le spécialiste. Au cours de leurs travaux, ils ont notamment injecté de petites doses de toxine à des volontaires humains en bonne santé pour étudier la réponse qu’elle engendrait au niveau génétique. Puis ils ont comparé leurs observations avec les données obtenues chez des souris souffrant des mêmes troubles, rapporte A peine 50% de changements génétiques similaires Ils ont alors constaté que les réponses variaient de la souris à l’homme. Au final, les chercheurs ont regardé quelque 5.000 gènes qui coïncident entre humain et rongeur et ont trouvé que les changements génétiques étaient similaires pour seulement 50% d’entre eux. Un gène activé chez la souris, n’est même pas exprimé chez l’homme. De même, certains gènes qui permettent aux rongeurs de guérir, sont capables de “blesser” les humains. D’après les auteurs, ceci explique pourquoi quelque 150 traitements qui marchent chez la souris atteinte de septicémie, ne fonctionnent pas chez l’homme.Ils vont même plus loin en affirmant que dans ce domaine, des millions d’euros et des années ont été perdus pour arriver à soigner des souris, sans aboutir à une solution efficace pour l’humain. Des conclusions que n’ont pas niées plusieurs scientifiques qui ont lu l’étude. “Quand j’ai lu le papier, j’étais sidéré de voir à quel point les données sur les souris étaient mauvaises. C’est vraiment incroyable – pas de corrélation du tout. Ces données sont tellement convaincantes et robustes que je pense que les agences de financement vont prendre note”, a commenté le Dr. Mitchell Fink, expert en septicémie à la University of California.Mieux choisir les modèles expérimentaux À lire aussiMaladie de Charcot : symptômes, causes, traitement, où en est on ? Jusqu’ici, “pour avoir des financements, vous deviez proposer une expérience utilisant la souris comme modèle”, a t-il ajouté cité par le New York Times. Néanmoins, cette étude ne s’applique qu’à ces trois conditions, brulure, traumatisme et septicémie, et ne dit pas que le rongeur doit être complètement abandonné pour réaliser les recherches scientifiques. Dans certains cas, l’animal fournit encore un très bon analogue. Les auteurs recommandent donc plutôt aux chercheurs de réfléchir davantage sur le modèle utilisé. Par ailleurs, la découverte d’une telle différence pourrait tout de même servir à soigner l’humain. En effet, les souris sont de très mauvais modèles dès qu’il s’agit d’infections bactériennes car elles y résistent bien mieux : il faut une dose de bactéries plus d’un million de fois supérieure à celle qui tuerait un humain. Demonic Anime Classic Devilman Is Resurfacing As A Netflix Original Series

first_img Devilman is returning to the world of anime with a brand new upcoming Netflix original series called Devilman: Crybaby. The newest iteration of Go Nagai’s violent demonic classic has finally been given a video preview that you can check out at the end of this article, and it looks like it’s going to be awesome, even if the subtitle Crybaby doesn’t seem to make a lot of sense.The upcoming Devilman: Crybaby was just announced via Netflix, and it will include iconic Japanese anime director and writer Masaaki Yuasa, who’s taking charge of the project at large. With the release of the first trailer, it’s clear the show isn’t going to take too many liberties with what made the original series so iconic in the first place. Even though Yuasa is typically known for a lot lighter fare, it’ll be interesting to see what he can come up with in terms of the newest Devilman.For the unfamiliar, Devilman was an anime and manga series that aired on Japanese TV back in 1972, and it followed teenager Akira Fudo on a long and sordid journey through the world of demons. It was for quite some time considered one of the most violent manga and anime series at the time back then and has since inspired ridiculously popular shows like Berserk, an enormous favorite of mine. Its fanbase has only grown through the years as new readers and viewers pick it up and further get into the story. The new series will undoubtedly pick up steam and cement a new fanbase now as well.Devilman: Crybaby is going to release in Japan in 2018, so we may be waiting a while for it to hit American shores, or it could release simultaneously since it’s going to be from Netflix. India Pakistan threatened to unleash missiles at each other

Photo: AFPThe sparring between India and Pakistan last month threatened to spiral out of control and only interventions by US officials, including National Security advisor John Bolton, headed off a bigger conflict, five sources familiar with the events said.At one stage, India threatened to fire at least six missiles at Pakistan, and Islamabad said it would respond with its own missile strikes “three times over”, according to Western diplomats and government sources in New Delhi, Islamabad and Washington.The way in which tensions suddenly worsened and threatened to trigger a war between the nuclear-armed nations shows how the Kashmir region, which both claim and is at the core of their enmity, remains one of the world’s most dangerous flashpoints.The exchanges did not get beyond threats, and there was no suggestion that the missiles involved were anything more than conventional weapons, but they created consternation in official circles in Washington, Beijing and London.Reuters has pieced together the events that led to the most serious military crisis in South Asia since 2008, as well as the concerted diplomatic efforts to get both sides to back down.The simmering dispute erupted into conflict late last month when Indian and Pakistani warplanes engaged in a dogfight over Kashmir on 27 Feb, a day after a raid by Indian jet fighters on what it said was a militant camp in Pakistan. Islamabad denied any militant camp exists in the area and said the Indian bombs exploded on an empty hillside.In their first such clash since the last war between the two nations in 1971, Pakistan downed an Indian plane and captured its pilot after he ejected in Pakistan-controlled Kashmir.Hours later, videos of the bloodied Indian pilot, handcuffed and blindfolded, appeared on social media, identifying himself to Pakistani interrogators, deepening anger in New Delhi.With prime minister Narendra Modi facing a general election in April-May, the government was under pressure to respond.”NO GOING BACK”That evening, Indian National Security adviser Ajit Doval spoke over a secure line to the head of Pakistan’s Inter Services Intelligence (ISI), Asim Munir, to tell him India was not going to back off its new campaign of “counter terrorism” even after the pilot’s capture, an Indian government source and a Western diplomat with knowledge of the conversations told Reuters in New Delhi.Doval told Munir that India’s fight was with the militant groups that freely operated from Pakistani soil and it was prepared to escalate, said the government source.A Pakistani government minister and a Western diplomat in Islamabad separately confirmed a specific Indian threat to use six missiles on targets inside Pakistan. They did not specify who delivered the threat or who received it, but the minister said Indian and Pakistani intelligence agencies “were communicating with each other during the fight, and even now they are communicating with each other”.Pakistan said it would counter any Indian missile attacks with many more launches of its own, the minister told Reuters, speaking on condition of anonymity.”We said if you will fire one missile, we will fire three. Whatever India will do, we will respond three times to that,” the Pakistani minister said.Doval’s office did not respond to a request for comment. India was not aware of any missile threat issued to Pakistan, a government official said in reply to a Reuters request for comment.Pakistan’s military declined to comment and Munir could not be reached for comment. Pakistan’s foreign ministry did not respond to a Reuters request for comment.TRUMP-KIM TALKSThe crisis unfolded as US president Donald Trump was trying to hammer out an agreement with North Korean leader Kim Jong Un in Hanoi over its nuclear programme.US security advisor Bolton was on the phone with Doval on the night of 27 Feb itself, and into the early hours of 28 Feb, the second day of the Trump-Kim talks, in an attempt to defuse the situation, the Western diplomat in New Delhi and the Indian official said.Later, US secretary of state Mike Pompeo, who was also in Hanoi, also called both sides to seek a way out of the crisis.”Secretary Pompeo led diplomatic engagement directly, and that played an essential role in de-escalating the tensions between the two sides,” state department deputy spokesperson Robert Palladino said in a briefing in Washington on 5 March.A state department official declined comment when asked if they knew of the threats to use missiles.Pompeo spoke to Doval, the Indian and Pakistani foreign ministers Sushma Swaraj and Shah Mahmood Qureshi, respectively, Palladino said.US Indo-Pacific Command admiral Phil Davidson told reporters in Singapore last week that he had separately been in touch with the Indian navy chief, Sunil Lanba, throughout the crisis. There was no immediate response from Lanba’s office to a question on the nature of the conversations.US efforts were focused on securing the quick release of the Indian pilot by Pakistan and winning an assurance from India it would pull back from the threat to fire rockets, the Western diplomat in New Delhi and officials in Washington said.”We made a lot of effort to get the international community involved in encouraging the two sides to de-escalate the situation because we fully realized how dangerous it was,” said a senior Trump administration official.The Pakistani minister said China and the United Arab Emirates also intervened. China’s foreign ministry did not respond to requests for comment. The government of the UAE said Abu Dhabi crown prince Sheikh Mohammed bin Zayed al-Nahyan held talks with both Modi and Pakistan prime minister Imran Khan.India has not given details, but has said it was in touch with major powers during the conflict.On the morning of 28 Feb, Trump told reporters in Hanoi that he expected the crisis to end soon.”They have been going at it and we have been involved in trying to have them stop.
