The Bench of Justice Avinash G. Gharote & Justice Sunil B. Shukre observed, “Such special security would not come as a matter of right and matter of course, rather it would follow the special need of the person and peculiar urgency of the situation.” Importantly, the Court, in its order, observed, “The special need of the person and peculiar urgency of the situation are the factors which cannot be decided by a person who is demanding a special security. These factors are required to be examined and dealt with appropriately in a dispassionate manner by the State by following procedure established by rules.” The matter before the Court The counsel for the petitioner submitted that the petitioner is the National President of BJP Minority Morcha and by virtue of his occupying such a position, the petitioner remains under constant threat to his life and property. It was submitted that while other similarly situated persons have been granted ‘X’ – security, the petitioner has been denied the same. It was also submitted that the security was granted sometime in the year 2017 and it came to be withdrawn on 13th December 2019 On the other hand, the APP submitted that withdrawal of ‘X’ – category security was only on account of the changed circumstances which reduced considerably the threat to the life and property of the petitioner as perceived by the Intelligence Agencies. She pointed out that by providing one Gun-man for security of the petitioner with effect from 05th March 2020, the State has only performed its duty to protect life and property of its citizen in a diligent manner. Court’s observations At the outset, the Court noted that if any person is desirous of security over and above the ordinary ring of protection already thrown around by the State, there must be some special reason or material to show that such additional and special security is indeed justified. Noting that there was in existence, material for Review Committee to consider and review its decision, which it did consider and accordingly reached its subjective satisfaction regarding the withdrawal of ‘X’ category security, the Court said, “If the person desirous of any additional and special security is dissatisfied with decision of the State to not provide him any special or ‘X’ category security, such person can always opt for engaging private Security Guards for his own security at his own expenses.” The Court also noted that an opinion of a person about danger to his own life or property, in a given case, may only be a figment of imagination or due to some peculiar psychology of that person. However, the Court further said that, in reality, the agency entrusted with the duty to protect a citizen, may find that the own threat perception of such a person is illusory or unrealistic or blown out of proportion. Therefore, the Court opined that it is the assessment of the State alone, and not of an individual demanding special security, which is material. The Court also opined that if any decision is taken by the agency, after making such an inquiry and which is based upon the material revealed in the inquiry, such a decision being of administrative nature, would not be liable to be substituted by a decision of the Court taking judicial review of the decision under Article 226 of the Constitution of India, unless the decision taken is not based upon any material or is actuated by any malice or malafides or is the result of consideration of some extraneous material. Lastly, noting that what matters is not the own perception of an individual about any threat to him, but it is the perception of the agency of the State entrusted with the duty to protect citizens is what is important, the Court found the petition to be devoid of merit and thus, the Writ Petition stood dismissed. It helps fraudsters navigate through most credit unions’ initial identification checks. Not only can credit unions get caught up in the scam by issuing credit cards, for example, but so can many other businesses that end up accepting those credit cards. Synthetic identity theft involves the use of real documents, like utility bills, but some or all the documents are based on false information. A true synthetic identity is created with completely fictitious elements, but it appears real and will pass the first line of traditional identity checks. For example, a fraudster may order utility services to a vacant lot. They can use the invoice for this service as proof of residence, thus passing an initial check performed by many credit unions. Synthetic ID fraud typically falls into one of three categories: employment, credit repair, and nefarious. Work or employment synthetic identity fraud is used to avoid being disqualified from jobs that require citizenship, residency, or no criminal record, and jobs that require good credit ratings in order to access consumers’ personal data or information. New and Improved Cranes at Port of Felixstowe

first_imgHutchison Ports’ Port of Felixstowe has ordered two new gantry cranes for its Berths 8 and 9 from Shanghai Zhenhua Heavy Industry (ZPMC).The new cranes will have a 59.5 metre outreach from the quay, sufficient to allow them to handle future generations of container vessels with containers stowed up to 24-wide across the deck. The new cranes of the new cranes is scheduled for February 2018.Additionally, the port informed that it launched the operation of raising ten of the existing cranes on Trinity Terminal at the port. The maximum operating height of the cranes, also built by ZPMC, will be increased to 46.5 metres.The greater height will allow them to service vessels with containers stowed up to 11 high on deck unrestricted under all tidal conditions.The contract to raise the height of the Trinity Terminal cranes has been let to ZPMC’s Dutch subsidiary. Work is due to be completed in December 2018.“Increasing the total number of cranes on the port and increasing the height of 10 cranes on Trinity Terminal will give us greater flexibility to accommodate the largest categories of ship size. These projects allow students to engage in real-world agricultural activities and gain career ready skills outside of the classroom.From the inspiration of her agricultural education instructor and with the help of her grandpa, Lauren Wright, from the Miami East MVCTC FFA Chapter, markets and manages one acre of sweet corn.“My SAE experience has made me realize what an awesome community that I live in. The support from family, friends, and community members has been so supportive in many ways,” Wright said.Wright set the goal to make the business the best it can be.“I have started working towards this goal by fixing every error that has popped up so far and by sometimes just being one step ahead,” Wright said.She really enjoys the opportunity to meet new customers at her house or at the farmer’s markets. The experience has taught Wright the value of time management and she has grown more independent.“This SAE has developed me to be a leader through running my own business and it has taught me how to manage a business to run smoothly,” Wright said. “It has also helped me with my communication skills by working with customers.”The hard work to maintain and manage this business has allowed Wright to learn and grow as a high school student.“My proudest moment with my SAE is that as a highly involved high school student, I am able to make an impact on our local agricultural community,” Wright said.Carlie Cluxton, from the Peebles FFA Chapter, always knew she would be involved in helping with the family farm and through her FFA SAE program she has learned more about the importance of the agricultural industry. She helps run the family farm by managing their herd of commercial cattle, farming hay and grain, as well as managing her own small herd of registered Limousin cattle.“This summer I hope to gain more experience helping my dad in the fields so I can have more knowledge in the grain aspect of our farm,” Cluxton said.For the herd of Limousin cattle, she is able to make decisions for feeding, when to breed, and how to manage the herd. Cluxton wants to add two more Limousin cattle to her herd currently consisting of two cows and one bull.“I have been saving up money ever since I started 4-H and I began selling calves from my herd. I really hope to buy at least one heifer this fall, but that all depends on how my fair project turns out and how much profit I will receive from selling my calves,” Cluxton said.Carlie Cluxton enjoys taking care of the calves on her family farm. ThisWeKnow: New Semantic Web App Tames Massive Data Sets from Data.gov

first_imgData.gov launched in May this year to make huge data sets of information from federal agencies available in machine-readable formats. While incredibly valuable, these data sets are not particularly useful in their current format to anyone but researchers, statisticians, sociologists, developers, or others used to parsing databases searching for trends.At least for geographically relevant information, ThisWeKnow provides one use case for the data sets. Users can enter the name or ZIP code of any community and get details on all kinds of factors, from violent crime to companies releasing pollutants.Each search for a location will generate a page of “factoids,” as ThisWeKnow calls them. Single sentences that express statistics about the community, these factoids can be clicked for deeper digging, as seen below, or can be shared on Twitter by clicking the “tweet this” links on the page. Adobe Premiere Pro: 10 Essential Right-Click Commands

first_imgAdobe Premiere Pro has a lot of useful commands that you can access by right-clicking on a clip in the Project or Sequence!If you’re an Adobe Premiere Pro editor looking to increase your efficiency, these must-know options will speed up your post workflow.  Right-clicking on a clip will give you access to commands to modify speed, audio and effects.1.  Modify>interpret footageClips shot in slow-motion (lot of DSLR’s now shoot 60fps) need to be adjusted so they play in slow motion, as they play normal speed by default. You can quickly change the frame rate of video clips in Adobe Premiere Pro.  Select the clip in the Project, right click>modify>interpret footage. Then, click the “assume this rate” box, and choose generally 23.94 or 29.97 (depends on what frame rate you are editing with). The length of the clip will change, and the clip now plays in slow-motion.2. Modify>audio channelsQuickly change your audio in your clips from mono to stereo.  First, select the clip in the Project, right click>modify>audio channels.  You can change from mono to stereo or vice versa.3. Reveal in…Right click on any clip and quickly locate where a clip lives on your hard drive.  Likewise, you can right-click a clip in Premiere and choose to see it in Adobe Bridge, where you can play, rate, and label it.4. Speed/DurationChange the Speed of a clip in the Project if you want all instances of the clip to be changed.  More common however, is to change the Speed of a clip in a Sequence, which just effects that clip.5.  Frame BlendTurn this on when you change the speed of a clip or output to a different frame rate.  Select a clip in the Sequence, right click and select Frame Blend.6. Remove Effects – Select the clips or clips you want to remove effects from. A Dialog Box will appear.  Uncheck the Effects you don’t want to remove.7. Reveal in Project – Right click on a clip in a Sequence to reveal where the clip lives in the Project.8. Analyze Content – Select a clip in the Project that you want to run speech analysis (better results with script) and/or face detection on. See Adobe’s site for a general background on using metadata.9. Edit Clip in Audition – Sends the selected clip from the Sequence to Adobe Audition.  Post pros can use Adobe Audition to clean up audio noise using “Noise Reduction”.  Then upon returning to Premiere Pro it will reference any changes made in Audition.10. Replace with After Effects Composition – The clip from the Sequence will be replaced with an After Effects Composition. Use this when you need to do Motion Tracking in After Effects or use an effect in AE that is not available in Premiere Pro.
